ON THE CONCEPT OF INFORMATION

In this article, the authors made an attempt to study the process of formation of the concept of «information», investigated and analyzed the basic scientific concepts and views of scientists on this issue, searched for the most optimal definition of the research term.
For these purposes, the method of comparative legal analysis was used. The article analyzed the work of foreign and national authors of various fields of science, who at one time were engaged in the study of the problem of identifying the concept of «information». In particular, works from such fields as cybernetics, biophysics, mathematics, philosophy, and social sciences, international and national law were studied.
In the light of the intensive development of modern technologies and media, the issue of obtaining and using information, which is one of the most important resources of modern state policy, as well as an integral element of everyday life, remains relevant.
Along with this, in science, the question of determining the concept of «information» remains relevant. In the general word sense, «information» refers to knowledge, information, data, messages, and signals. Information is contained in human speech, various print sources, television and radio messages, etc. In this way, the concept of «information» is universal in itself; it is used in all fields of science: in philosophy, natural and human sciences, in biology, medicine, in sociology, art, in technology and economics, etc. Therefore, it seems important to define this concept.
The analysis of the doctrinal works by the authors from various fields of knowledge and legislation of the Republic of Kazakhstan, in terms of the concept of «information», will allow us to understand in more detail the definition of information as an object of legal protection.
