ON INCREASING THE EFFICIENCY OF THE CONSTITUTIONAL REGULATION OF PUBLIC RELATIONS

The article presents a mechanism for improving the effectiveness of constitutional regulation. Analyzing this issue, the author points out the lack of a unified approach to understanding the concept of effectiveness and its criteria, effective practical recommendations for law enforcement agencies, etc. It is proposed to carry out the following set of measures - the organization of explanatory work with subjects who have violated the norms of the Constitution of the Russian Federation, to bring knowledge about the significance of a particular norm for the functioning of the state, society, and the individual. According to the author, it is necessary to develop a brief memo for subjects-citizens, officials, state bodies with an explanation in tabular form of the significance of the norms in different areas of constitutional regulation, indicating the constitutional consequences. One of the ways is to develop a state program for improving legal literacy with the inclusion of measures and providing them with practical situational methodological materials. An effective measure aimed at increasing the potential of constitutional means is to conduct public monitoring of the effectiveness of constitutional norms and means. To this end, it is proposed to initiate the adoption of the federal law «On public monitoring of the Effectiveness of the Constitution of the Russian Federation», in which to develop criteria for the effectiveness of the norms of the Constitution of the Russian Federation, the procedure for involving judges of the Constitutional Court of the Russian Federation, representatives of the Public Chamber of the Russian Federation and public chambers of the subjects of the Russian Federation. It is necessary to include public figures of the state, leading experts in the field of constitutional law, representatives of the mass media, and active citizens of various regions of the Russian Federation in this process.
