THE PLACE AND SIGNIFICANCE OF THE SOCIAL CODE IN THE LEGAL SYSTEM OF NEW KAZAKHSTAN

The article offered to readers is devoted to certain aspects of the Social Code in the modern public discussion, which unites many legislative norms regulating social relations in the Republic of Kazakhstan. Currently, social security in the Republic of Kazakhstan is regulated by several codes, laws and more than a hundred by-laws. The President of the Republic of Kazakhstan K. Tokayev noted the need for a new model of social policy and instructed to adopt the Social Code of the new Kazakhstan.
In this article, to discuss these issues in order to form a new model of social policy, it is necessary to analyze all sectoral social legislation that meets international standards, and guided by the generally recognized principles of international law of the European Social Charter, it has become necessary to adopt a Social Code that unites the following areas: social medical care; assistance to patients in need of assistance for health reasons, unemployment and old age; pension provision; assistance in case of work injury; assistance to families with children for pregnancy and childbirth, disability, in case of death of the breadwinner, assistance for burial.
An integral part of the aforementioned pension provision and social protection of the elderly is the provision of social assistance. Therefore, it is necessary to give them recommendations related to the improvement of the system of social rehabilitation and the provision of social assistance with an increase in social guarantees that ensure the provision of social assistance by the state.
