International agreements of the Republic of Kazakhstan concluded with other foreign States are high-level normative legal acts that reflect our statehood. The truth is that such acts are translated from English to Russian, and then only into the state language. After all, English is the language of international communication. The industries regulated by international treaties are also diverse. The legal technique in international agreements in English has its own peculiarities. Russian Russian translations strictly follow the peculiarities of the English language, as a result of which the quality of international agreements in the state language depends on the Russian text. Therefore, linguistic expertise is of great importance in order to identify and prevent stylistic and punctuation errors that occurred during the linguistic analysis of international treaties in the state language.
It is also no secret that all regulatory legal acts are first written in Russian, and then translated into Kazakh. The question of translation into Kazakh arises only after the text in Russian is improved, refined, repeatedly read and studied in detail. An employee of the Central state body responsible for ensuring the authenticity of the text of each normative legal act in two languages, who speaks the Kazakh language, translates a certain legal act into Kazakh. At the same time, no one is interested in his knowledge of the language features of the Kazakh language. It is possible that even the employee does not have enough time to re-read the text, since a lot of time is allocated to finalize the text in Russian.
