NEW KAZAKHSTAN: MAIN DIRECTIONS OF CONSTITUTIONAL REFORM

The article is devoted to the characterization of the modernization of the political system of the Republic of Kazakhstan in the course of the constitutional reform of 2022. The conceptual foundations, features and main directions of the constitutional reform are analyzed. The essence and significance of constitutional reforms at the present stage of legal development are revealed. According to the author, the success of constitutional reforms depends on the choice of adequate implementation mechanisms, taking into account possible legal risks. In this regard, the main mechanisms and directions of constitutional and legal development and reform are considered.
Within the framework of the article, the issues of changes and additions to the Constitution of the country and to the main directions of political reforms, such as the final transition from the super-presidential model to the presidential republic, the redistribution of a number of powers, strengthening the role and raising the status of parliament, expanding the participation of the population in the government of the country, and also strengthening mechanisms for protecting the rights of citizens.
Also an important issue for society was the norm on fixing the people as the owner of the land and natural resources of Kazakhstan. Explaining this point, it was noted that according to the new amendments to the Constitution, the land and its subsoil, water, flora and fauna, other natural resources will belong to the people, that this particular issue has been painful for the people over the past few years.
The referendum on amendments to the Constitution is a new political experience for Kazakhstan. Changes to the Basic Law are of crucial importance for our country. The amendments to the Constitution include structural changes to key political institutions.
