Abstract

The article analyzes current problems of improving the rules of law of the EAEU aimed at greening the transport systems of the member states. The research was carried out using general and special methods of scientific knowledge, including formal-logical, comparative law, etc. The features of the development of world transport systems in connection with the global energy transition are analyzed, and the lack of alternative to the transition to green technologies in transport, in particular, the electrification of transport systems, is emphasized. The expediency of taking collective measures at the level of an integration association is substantiated, allowing to minimize costs and increase the efficiency of greening the transport systems of the member states. Contains proposals for improving the legal norms of the EAEU, such as the First Package of Measures (Road Map) for cooperation between the EAEU member states within the framework of the climate agenda and Appendix No. 24 to the Treaty (Protocol on Coordinated (Agreed) Transport Policy. The feasibility of forming a specialized structure in the EEC is substantiated, the functions of which would include calculating optimal target indicators for the transition to environmentally friendly transport technologies. In general, according to the author, the development of the most promising directions of transport policy in the EAEU, taking into account the energy transition and reduction of CO2 emissions, should be carried out not only by the EAEU bodies and representatives of relevant ministries (transport, environmental protection, energy, etc.), but also with the involvement of a wide range of specialists and experts, as well as members of the business community represented by transport companies, environmental non-governmental organizations and representatives of the public. The results of the study can be applied in the legislative and law enforcement practice of the EAEU, the Republic of Belarus and other member states of the EAEU.
