APPROACHES TO INSTITUTIONAL STRENGTHENING STATE SYMBOLS OF INDEPENDENT KAZAKHSTAN IN THE SYSTEM OF INDUSTRY LEGISLATION

Human life is closely connected with symbols in almost all spheres of public relations, including law. Legal symbols are often the most convenient and understandable means of regulating public relations. They are characterized by clarity, brevity and conciseness.
In modern society, state symbols are an important attribute of the sovereignty of each state, an integral part of its constitutional system. Symbols become state symbols as a result of their consolidation at the legislative level. The state symbols of Kazakhstan emphasize the constitutional and legal status of the republic, being its external expression.
The legislative consolidation of the symbols of the Republic of Kazakhstan, the rules and procedure for their use, restrictions and liability for inappropriate placement is an indicator of the guarantee and independence of our state. The legislation on state symbols is rightfully fixed at the level of the constitutional law, since symbols are the absolute attributes of the Republic of Kazakhstan as a modern, independent and democratic state.
The list of state symbols of the Republic of Kazakhstan is defined in article 9 of the Constitution, which, in particular, stipulates that the Republic of Kazakhstan has state symbols – the Flag, Coat of Arms and Anthem. Their description and the procedure for official use are established by the Constitutional Law of the Republic of Kazakhstan "On State Symbols of the Republic of Kazakhstan" of June 4, 2007, which is the subject of this article. There are also a number of regulatory legal acts that establish detailed rules for the use of state heraldry.
The authors of the presented work, as a result of the analysis of the effectiveness of the Constitutional Law, provided an overview of the existing problems of the current legislation, as well as presented recommendations and proposals for its further improvement.
