LEGAL REGULATION OF TRANSPORT-TRANSIT RELATIONS IN KAZAKHSTAN

This paper considrs issues of legal regulation of transport-transit relations in Kazakhstan. In the conditions of development of market relations, the improvement of the legal regulation of transport-transit relations takes on special significance. They acquire special significance in connection with more and more actual issues of development of the transit policy of Kazakhstan. Thus, in the Address of the President of the Republic of Kazakhstan dated January 31, 2017, "Third modernization of Kazakhstan: global competitiveness", the Government is tasked to increase the annual volume of transit movements in the following amounts by the beginning of 2020: seven times for goods transported by containers (2 million containers); four times for passenger transportation by air (1.6 million transit passengers). As a result, this should lead to an increase in revenues from transit to 4 billion dollars per year (5.5 times). To develop the transport sector over the past ten years about 30 billion dollars have been invested. During this time, about 2,000 km of railways have been built. Over 6,000 km of motorways have been created and reconstructed. Port cargo turnover in the Caspian increased to 23.5 million tons. 15 Kazakhstan airports were reconstructed. New sections of the Central Asia Center gas pipeline, 3 lines of the Kazakhstan-China gas pipeline were constructed, which allowed increasing the transit capacity of the system.
Legislation that regulates transport and transit relations in recent years has undergone significant changes. In this regard, the issues of legal regulation of transport-transit relations need a thorough scientific and legal interpretation.
