NON-GOVERNMENTAL ORGANIZATIONS AS THE SUBJECTS OF PREVENTION OF RELIGIOUS EXTREMISM IN THE REPUBLIC OF KAZAKHSTAN

Abstract

The problems of participating non-governmental organizations (hereinafter – NGOs) on the way of preventing religious extremism are considered in the article.

In the article the author describes the perception of the respondents' working “in the field” with the provisions related to the participation of the NGOs on preventing religious extremism of the strategic documents – the earlier existing the National Program for Combating Religious Extremism and Terrorism in the Republic of Kazakhstan for 2013-2017 and current the National Program on Combating Religious Extremism and Terrorism in the Republic of Kazakhstan for 2018-2022. The results of the study have shown that the respondents working as the civil workers (including the law enforcement officials) emphasized that the more problematic issues are connected with preventing the financing of "fake" NGOs and the quality of the NGOs activities. The respondents working as chiefs of NGOs, in turn, pointed out that the shortcomings of the quality of the work are based on the existing procedure of involving NGOs to the work on preventing religious extremism.

The results of the study, from the author's perspective, can be used in the course of further scientific research, as well as on improving the Republic of Kazakhstan legislation.
