THE IMPLEMENTATION OF ECONOMIC AND RESOURCE CAPABILITIES OF AIC OF KAZAKHSTAN IN THE FRAMEWORK OF THE EAEU IN THE LIGHT OF SIMILAR RELATIONS OF THE EU AND ITS MEMBERS

Abstract

 Background of this article is that the EAEU (Eurasian Economic Union) was created recently and its proper functioning is associated with the need to solve the problems of initial formation. In general, the scientific problem of this article is the need to improve the legal regulation of agro-industrial policy of EAEU and Kazakhstan as a member of this integration association in view of the European Union of agricultural experience. An attempt was made for meaningful presentation of the legal regulation of agricultural policy in the European Union, and on this basis the comparative analysis of the relevant rules of the EAEU Treaty of May 29, 2014 is made. The state of the agricultural sector in Kazakhstan is analyzed and in this regard it is concluded that the Eurasian Economic Union should solve many problems in order to achieve efficiency in this area. Scientific novelty of the annotated article is in the author's definition of EAEU agricultural policy, as well as in the analysis of its key areas. The article proposes to adopt a number of new Kazakhstan laws «On pastures», «On the establishment and development of world-class agricultural production». There have been other proposals: the creation of joint research groups consisting of scientists from different EAEU countries, loans to farmers on the basis of the Islamic bank lending, the need for the connection of theory and practice in the system of agro-industrial complex of Kazakhstan and other states of the Eurasian Economic Union. The article outlines the objectives of the European Union's agricultural policy, which are backed by the financial possibilities of the budget of the European integration association. In this connection, it is proposed to study and apply the European experience of legal regulation of rural development in the framework of Eurasian integration. The results of scientific research given in the article can be applied in the agricultural sector of Kazakhstan and the other Member States of EAEU, in the EAEU bodies, in the activities of the units of the Ministry of Agriculture, Ministry of Economy, the Ministry of Justice of the member countries of the Eurasian integration, in the agricultural, agro-law, agro-industrial science in EAEU space.
