Abstract

The article examines the problems of the organization of health systems in the Republic of Kazakhstan and foreign countries. Based on general and special scientific methods, the world models of healthcare organization are considered: social insurance, state (national) and private (market). In the modern period, the studied healthcare models are used in various countries in the world, depending on the historical features and specifics of the reform. The study provides the most effective examples of the legal regulation of public relations in the healthcare sector, and describes the positive and negative aspects of each model. It is noted that the most important factor in the effective implementation of legislative norms is the appropriate level of funding.

Consideration of the world experience in the organization of health care made it possible to objectify the analysis of the practice of the Kazakhstani model of health care, which underwent various reforms during its existence. Over the years of independence of the Republic of Kazakhstan, the health care system has been modified in the form of three models: budget, budget-insurance, program-budget with elements of paid medicine at all stages of reconstruction.

 As a result of the study of the problem, conclusions were drawn about the need to improve legal regulation in the healthcare sector of the Republic of Kazakhstan, bring legislation into line with international standards, implement the proven experience of foreign countries in the practice of legal regulation of the Kazakhstan health care system.
