ON THE FRAMEWORK OF ENVIRONMENTAL NORMALIZATION UNDER THE LEGISLATION OF THE REPUBLIC OF BELARUS AND OTHER MEMBER STATES OF THE EURASIAN ECONOMIC UNION

The article analyzes the general and special in the legal regulation of environmental normalization in the member states of the Eurasian Economic Union. The norms of environmental acts of the Republic of Belarus, the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Armenia, dedicated to the legal mechanism of environmental normalization are compared. It is stated that in spite of a similar approach as a whole, in the member states of the Eurasian Economic Union there are conceptual differences in determining the lists of standards established within the framework of environmental normalization. The article considers the approaches in the doctrine of environmental law to the range of issues covered by environmental normalization.V.V. Petrov, T.V. Petrova, I.O. Krasnova, Y.G. Maximova, N.V. Kichigin, D.I. Shakirova and several other authors dealt with this problem. Attention is drawn to some regulatory provisions in the model legislation of the Commonwealth of Independent States, the Environmental Code of the French Republic.
The study allows us to conclude that the concept of environmental normalization is not yet fully formed, and at the national levels, a search is underway for possible options for constructing this legal mechanism. A model based on a comprehensive view of the essence of environmental normalization considered as an optimal model.
In terms of the ongoing processes of Eurasian integration, research papers that address the issues of harmonization and unification of the legislations of the member states of the Eurasian Economic Union are analyzed. Among authors, whose papers are considered, are T.N. Mikhaleva, A.A. Kashirkin, A.N. Morozov, E.A. Svadkovskaya. Based on the norms of the Treaty on the Eurasian Economic Union, it is said that it is advisable that the member states of the Eurasian Economic Union work together to harmonize legislation in terms of environmental normalization.
