STATE SUPPORT IN THE FIELD OF AGRICULTURE IN MODERN CONDITIONS: LEGAL PROBLEMS AND PROSPECTS

Abstract

The article was prepared within the framework of the grant project of the Ministry of Science and Higher Education of the Republic of Kazakhstan No. AP14870596 "Problems of legal regulation of rational use and protection of pasture ecosystems"

   The subject of the study is legislation in the field of state support of the agro-industrial complex in modern conditions of problems of ensuring food security of the country.  The purpose of the proposed study is a comprehensive study of the legal problems of state support measures in the agricultural sector, the development of scientifically sound theoretical provisions and practical recommendations for improving the current legislation of the Republic of Kazakhstan and the practice of its application.

  The research methodology consists of general and special methods. A systematic approach has been applied in the study of legal problems of state regulation of the agricultural sector, in the form of an integral interdependent social system; an integrated approach has made it possible to take into account and analyze both internal and external factors that determine the processes of state support, digitalization of the agricultural sector, and entailing the need for legal regulation of this sphere; the empirical approach made it possible to investigate the problems of state support of the agro-industrial complex in the country, taking into account the existing national and international experience; the integration approach during the study made it possible to develop proposals for improving legal norms in the field of state regulation of the agricultural sector, as well as to develop practical recommendations. The study of the system of state support for agriculture in the Republic of Kazakhstan has shown that these measures are diverse, among which subsidies and investments in the agricultural sector are relevant.   Regulation of the mechanism for implementing the right of agricultural producers to receive state support, the introduction of digitalization of monitoring the fulfillment of obligations by agricultural entities, the development of a roadmap for digitalization of the agro-industrial complex, the creation of a coordinating organization represented by the Agriculture Fund will contribute to improving the efficiency of the system of state regulation of the agricultural sector.
