MODERNIZATION PROCESSES IN THE CONTEXT OF THE HUMAN DIMENSION

Abstract

 In this article the author covers the main modern ways of modernization of the state, power and society of the Russian Federation and the Republic of Kazakhstan. Special attention is paid to process of formation of valuable reference points of the Russian and Kazakhstan state, power, the right and society, overcoming the imminent problems of the theory and practice. According to the author, processes of modernization of key state, legal and public institutes have to take place in the course of human measurement, from positions of the conventional democratic values and the humanistic beginnings. It is specified in article that modernization is complex process, Proceeding from the generalized political and legal analysis of development of the state, society, it is right, need of carrying out uniform effective modernization policy in scales of all state is proved. One of effective ways the author sees adoption in the Russian Federation of the conceptual document defining strategy and tactics of providing modernization policy. Proving the importance of development of the concept of legal support of modernization policy in the Russian Federation, the author of article notes that this evidence-based program document will allow to fix the most general strategic directions, priorities, the purposes, means, ways and political and legal life of the Russian society in the conditions of his comprehensive modernization.
