Abstract

This article describes the problem of legal support of small hydropower in the Republic of Kazakhstan. The Concept of transition of the Republic of Kazakhstan to the «green economy» one of the tasks is the development of renewable energy resources and implementing programs of energy and resources.

Development, first of all, objects of small hydropower facilities, is caused by a row a factor. These include efficiency, small expenses, solving social problems (employment, improvement of social conditions of citizens), availability of appropriate the natural conditions, etc.

However the analysis of legal regulation of development of small hydropower in the Republic of Kazakhstan showed existence of gaps in the legislation. For the solution of this problem, the author of article offers development and acceptance of the package of measures, directed on elimination the gaps in the legislation.
