The article examines local government bodies, non-governmental organizations and civil society as organizational and legal forms of citizens' participation in the management of state affairs. Mechanisms for increasing the efficiency of public administration of citizens are described, and local government is considered as the only way to optimize public administration. In addition, it was stated that the division of functions between levels of government should be carried out after determining the effectiveness of their implementation. According to the author, on the basis of the standards of services provided to the population, the necessary financial resources should be determined and the administrative level for their implementation should be approved.
As we all know, civil society, including the non-governmental sector, is an integral part of democracy. The active participation of non-governmental organizations as legal institutions in the implementation of legal reform, as well as their rights, duties and functions are discussed. The author concludes that the growth in the number of NGOs that are currently an integral part of civil society reflects the fact that our country has a positive legal framework and the right of citizens to unite and form associations.
The article argues that the activities of local governments should be mainly focused on organizing the most pressing issues of the local community. A modern democratic state cannot ensure effective management of economic and social processes without a guarantee or recognition of the development of the local self-government system. After all, public administration consists of multifaceted and complex processes, therefore it is difficult to manage all issues of social development from one center.
