The article deals with the issues of electivity of mayors of villages and describes the organizational and legal structure of local self-government in the Republic of Kazakhstan. The main focus is on identifying the reasons for the electability of rural district mayors and their interaction with the local community. The scientific novelty lies in the study of the main problems that arise in the process of electing mayors of rural districts. The authors concluded that the introduction of elections to the akims of district and rural areas requires the creation of, which are necessary for the development of a new model of electivity of rural akims and local self-government in the Republic of Kazakhstan. In addition, the main certain institutions that could act as a local representative body at the level of villages, towns and rural areas and represent the interests of citizens and rural settlements. The authors analyzed the non-regulatory provisions of the European Charter of Local Self-Governments election criteria for the mayors of rural and local districts and electors were considered. A brief overview of some models of local self-government and their implementation in the countries of the near and far abroad was made. The article analyzes the issue of further development of the electronic voting system, as in the world practice of foreign countries such as the United States, Great Britain, France, Malaysia, in the process of voting and elections in the organization of local and state administration, the electronic voting system is actively introduced, which is one of the mechanisms for modernizing and conducting «fair» local elections. Thus, further analysis of the reforms and training on the modernization of local self-government systems in the Republic of Kazakhstan is necessary.
