Chemicals make a significant contribution to the national economy and are an integral part of everyday life. At the same time, sound management of these resources is important for preventing risks to human health and the environment. Reliable information on chemicals at the international and regional levels is necessary for national authorities to make informed decisions that help minimize the negative effect of chemicals use on human health and the environment.
The chemical industry is included in the State Program of Industrial and Innovative Development of the Republic of Kazakhstan for 2015-2019, as one of the priority sectors that ensures economic diversification and growth of competitiveness.
By its very nature, everything around us from air and water to the products and technologies we use every day, even our own living tissue-is the chemistry in motion. Chemistry makes more than 275 million tons of natural raw materials from land, sea and air, which we use in our daily products. Innovation in chemistry has created countless economic and social benefits: a longer and healthier life thanks to medical advances; improvement of the living conditions out of fertilizers and water purification; instant access to information from anywhere thanks to smartphones and other "smart" devices. Chemistry is important for our daily lives.
Manufactured fibers and permanent clothing, rescue equipment, agricultural products with improved technology, quality food, protective packaging materials, longer lasting paints, stronger adhesives, slowest and fastest processors, stronger and safer tires, light car parts and stronger composite materials for aircraft and spacecraft - all of this is some of the thousands of innovative chemistry products. More than 96% of all industrial goods are directly related to chemistry, either as a its material or processing.
Kazakhstan has huge reserves of mineral and hydrocarbon raw materials and is included in the top 15 leading countries. State Programs of Industrial Development for 2015-2019 consider the development of chemical industry as one of their targets.
Chemical industry - one of the most dynamic sectors of the heavy industry, which provides common scientific and technical progress in the national economy. This industry does not know any waste. Moreover, it often uses the waste of any production itself and produces new effective materials with predetermined properties of the industry used in all spheres of human activity, which consist of its diversity and prevalence. The problem area of chemical safety includes wide range of unresolved issues, which in the face of aggravation of chemical threats in anthropogenic and natural character, as well as intensification of terrorist manifestations, which can cause a negative impact on life processes in modern society.
The article is based on the analysis of the Law of the Republic of Kazakhstan "On Chemical Products Safety" (as of October 2019).
As a result of legal monitoring, the authors overviewed the existing legislation problems in the field of chemical products safety, as well as recommendations and suggestions for its further improvement.
