Yessimova «Sectoral legal monitoring: a general concept, tasks and possibilities of conducting» published on the pages of the journal «Bulletin of the Institute of Legislation and Legal Information of the Republic of Kazakhstan» in 2016.
The article reveals the general concept, the legal nature of sectoral legal monitoring, and discusses the organization of sectoral legal monitoring. The authors describe the goals and objectives of legal monitoring in accordance with the Law of the Republic of Kazakhstan «On Regulatory legal acts».
The recommendations developed by Z.G. Kaziev and A.B. Yessimova aimed at introducing sectoral legal monitoring were implemented by government agencies and the Institute of Legislation and Legal Information of the Republic of Kazakhstan (hereinafter - the Institute) within the framework of alternative legal monitoring (analysis of the effectiveness of legislation).
Special attention is paid to the organizational and legal aspects of the sectoral analysis of legislation conducted by the Institute today. The analysis of the effectiveness of legislation is carried out in order to assist government agencies in conducting legal monitoring.
The sectoral analysis of legislation currently conducted by the Institute (in pilot mode) consists in studying the state of regulatory regulation on the scale of the branch of activity of a state body, since it allows to assess the effectiveness of the legal system as a whole.
