THE ROLE AND IMPORTANCE OF LAND ISSUES IN THE ESTABLISHMENT OF MODERN UNIVERSITIES: POLITICAL AND LEGAL ASPECTS

This article discusses the need to allocate large plots of land from the state fund for the creation of university campuses, which makes it possible to raise higher education in Kazakhstan to a new level of development. It was revealed that the introduction of appropriate amendments to land legislation will create an opportunity to increase the entrepreneurial potential of universities and diversify funding, establish partnerships with business companies, and ensure financial autonomy and stability. It was noted that the climatic and geographical conditions of the region, population density and partnerships with local business companies play an essential role in the formation of world-class university campuses. To understand the specifics of the creation of university campuses, the history of the emergence of leading universities in the USA and UK were considered along with legislative reforms and political decisions that influenced this process. The indicators of the higher education of the Republic of Kazakhstan were considered by the method of comparative analysis with the best practices of foreign countries. Also, the study used the method of documentary analysis and secondary analysis. The main indicators of state programs related to the development of higher education were analyzed. It was noted that in order to create a modern university, it is necessary to have a large area of land next to it and the possibility of creating high-tech companies, as well as the need to lease land to commercial companies and other organizations. To ensure the organizational and financial autonomy of the new university, it was proposed to involve representatives of business and industrial companies as members of the boards of directors. The experience of Western universities has shown that charitable activities are effective in attracting external funding to universities.
