ISSUES OF IMPROVEMENT OF LEGISLATION OF THE REPUBLIC OF KAZAKHSTAN ON POLITICAL PARTIES

Abstract

Constitutional reforms in Kazakhstan demonstrate a focus on improving the political and legal status of the Parliament and the Government in the context of a presidential system of governance, and in essence - political parties. The author notes a strong trend of strengthening the party system by the state. Political parties represented in the Majilis of the Parliament of Kazakhstan are involved in the process of forming government bodies. Also, parties are involved in the work of election commissions.

In this article the author proposes legislative measures for improving the legal regulation of the status and activities of political parties, with the declaration and implementation of the triad of systemic modernization to strengthen political parties as institutions of civil society and the political system of Kazakhstan.

There are presented the results of the monitoring the Law of the Republic of Kazakhstan “On Political Parties”. Analysis of the law revealed the presence of corruption factors and other shortcomings that significantly affect the stability of the functioning of political parties. Attention is drawn to the need for full-fledged activation of the party personnel reserve, public receptions at parties and the use of the potential of party functionaries at the central and regional levels.

The author points out that by implementing the recommendations presented in the article, the multi-party system will become constructive, and reforms will be accompanied by active and productive participation of political parties in creating and promoting a nation-wide agenda, including the form of strategic initiatives and substantive proposals for the modernization of all spheres of social and state life.
