CONSTITUTIONAL REGULATION OF THE PARLIAMENTS OF KAZAKHSTAN AND COUNTRIES OF CENTRAL ASIA

The article analyzes the existing basic laws of Kazakhstan and Central Asian countries on the subject of constitutional and legal regulation of the Supreme representative bodies in the comparative legal plan. Taking into account the positive international experience in the formation of legislative bodies of a number of countries, the constitutional norms on the parliaments of Central Asian countries were compared in terms of conceptual, structural, order and timing of the election of deputies, their powers, the law of legislative initiative, the impact of parliaments on the Executive branch, their control powers, etc.
On this basis, some differences between the parliaments of the studied States are revealed: by the number of chambers; by the composition of the chambers; by the order of formation of the Senate; by the age of deputies of the chambers of Parliament; by the requirements for senators; by the number of members of the Senate appointed by the presidents; by the subjects entitled to legislative initiative; by controlling functions.
The analysis of constitutional norms revealed the following features in the formation and activity of representative bodies of Kazakhstan and Central Asian countries: Tajikistan works on the basis of the invitation of the mejlisi Milli; the age of deputies of the Jogorku Kenesh of Kyrgyzstan-21 years; in the parliaments of Kyrgyzstan and Turkmenistan there are no members appointed by the presidents; independence of the Government from the Parliament of Tajikistan; a large number of subjects entitled to legislative initiative in the Republic of Uzbekistan, and in Kyrgyzstan-the presence of; More stringent oversight functions of the Parliament of Kazakhstan, etc.b.
