ABOUT THE ROLE OF INSTITUTE OF SCIENTIFIC EXPERTISE IN ENHANCING THE EFFICIENCY OF NORM-MAKING ACTIVITY AND PROSPECTS OF ITS DEVELOPMENT

Abstract

The article analyzes the problems of development of the system of scientific expertise, which has essential value in enhancing the effectiveness of legislation and lawmaking activity. Taking into account the high requirements to the quality of law-making, set in the state's program documents, measures are formulated to improve the quality of scientific expertise of normative legal acts, including: the development of unified approaches to the methodology of scientific expertise, the improvement of the selection mechanism of scientific organizations for scientific expertise through the development and maintenance of specialized information and communication infrastructure, revision of the objects of scientific expertise with consideration of the issue on the expediency of introducing mandatory scientific expertise of the concepts of draft laws, anti-corruption expertise etc. The issues of improvement of scientific economic expertise and procedures for regulatory impact analysis have been separately reviewed.
