ISSUES OF IMPROVING REGULATION OF THE USE OF RENEWABLE ENERGY SOURCES

Abstract

This article is devoted to the issues of regulating the support of renewable energy sources in the Republic of Kazakhstan, taking into account the experience of foreign countries, the trends of legislative regulation, as well as the best practices of states with a high dynamics of introducing renewable energy sources. The relevance of studying certain aspects of normative regulation of relations on the use of renewable energy sources is disclosed.

In the article, based on the analysis of the current legislation in the field of renewable energy sources, characteristic trends in the development of normative regulation of the use of renewable energy sources are presented.

In the context of inter-sectoral studies and the provisions of the Conception on the transition of the Republic of Kazakhstan to the "green economy", proposals for the development of "green infrastructure" in cities and settlements and the promotion of an environmentally sound behavior model in society are formulated.

The review and analysis of the strategic and program documents of the Republic of Kazakhstan and the Development Programs of the cities of Kazakhstan were conducted. Gaps in the creation and improvement of the "green infrastructure" have been identified. The article notes that it is important to cover the tasks of the state regulation, to specify them and indicators taking into account the experience gained and the best foreign practice.

Also the content of the article contains an analysis of measures on the legislation of certain foreign states. Examples are presented on the basis of the legislation of Germany and the Republic of Belarus. The state support for the use of renewable energy sources in the Republic of Kazakhstan is considered. The need to establish a transparent and effective mechanism for accounting for generated electricity from renewable energy sources has been identified at the legislative level.

The content of the article contains proposals for improving the current legislation of the Republic of Kazakhstan on the basis of the conducted research.
