In this article, given detailed analysis (monitoring) of the Law of the Republic of Kazakhstan « On Law Enforcement Service» is given in detail, which was adopted 2011 and, which, at present, have an uniform legal nature.
The Concept of the Legal Policy of the Republic of Kazakhstan in the period from 2010 to 2020 states, that during the years of Kazakhstan's independence, a law enforcement system has developed and showed that is generally effective.
But with this, the law enforcement activity of the state requires its further development and improvement. Regarding to it, the main priorities in this activity should be: combating crime, ensuring the rule of law and public safety, protecting the rights and freedoms of citizens, ensuring the inevitability of the goverment's response to any offense, adhering strictly to the principle of "zero tolerance" to offenserers, rapid and full disclosure of crimes, the exposure and bringing to justice of persons who committed them, the prevention of violations, interaction with citizens in the fight against crime.
To solve these problems, it is necessary to ensure the stability of the personnel policy, raising the requirements to the qualifications and discipline of law enforcement officers. Also, in order to ensure effective activity of law enforcement bodies, it is necessary to define clear criteria for evaluating their activities, not only in terms of quantitative indicators, but also in qualitative parameters of evaluation
For the effectiveness of the perception of a large stratum of existing international and national legislation, legal and specialized literature, law enforcement practices in law enforcement field, the analytical material will be conditionally divided into three parts: 1. Analysis of the legislation in the territory of Kazakhstan in the research area; 2. Certain limitations of the current Law of the Republic of Kazakhstan "On Narcotic Drugs, Psychotropic Substances, their analogues and precursors and counter measures of their illegal turnover and their abuse"; 3. Recommendations for improving national legislation.
