Abstract

This article examines the relationship between the ideology of integrity and anti-corruption culture on the example of the state policy of the Republic of Kazakhstan.

Countering corruption remains an urgent issue of our time, as corruption slows down socio-economic development, hinders the full-fledged construction of civil and democratic institutions. Recently, in order to counteract this negative phenomenon, state bodies have been paying more and more attention to the formation of an anti-corruption culture in society as preventive measures. In turn, the ideology of integrity is an integral part of the anti-corruption culture.

The promotion of the ideology of integrity as a mechanism for combating corruption has shown its effectiveness in foreign countries, such as, for example, Singapore, Great Britain and Georgia. The importance of promoting the ideology of integrity is also indicated in the recommendations of international organizations, including the Istanbul Action Plan of the Organization for Economic Cooperation and Development.

In the Republic of Kazakhstan, great attention is paid to the issue of the formation of an anti-corruption culture through the promotion of the ideology of integrity. Thus, the Concept of Anti-Corruption Policy for 2022-2026 of February 2, 2022 provides for a number of measures to improve integrity in the state apparatus and the business environment.

According to domestic and foreign experts, the formation of an anti-corruption culture should begin from early childhood. It is important that the anti-corruption culture should proceed from the promotion of the ideology of integrity among citizens.  In this regard, in this article we say that the formation of an anti-corruption culture is fully impossible without promoting the ideology of integrity as the antipode of negative phenomena existing in our society.
