ENSURING THE HUMAN RIGHT TO ADEQUATE FOOD AS AN ESSENTIAL PART OF KAZAKHSTAN'S NEW ECONOMIC COURSE

The article covers the issues of ensuring the human right to adequate food, in general, the concept of food security of the country and humanity in the world today, which is characterized by an increased demand for quality and affordable agricultural products for the entire population. The norms of international law are analyzed, some acts of national legislation and corresponding state program of Kazakhstan in the sphere of agroindustrial complex are given, the level of access to food is compared with other countries.
The problems of regional food security are considered, research data are presented during the pandemic that affected the Republic of Kazakhstan, the problems of providing the population with food are also revealed, the scale of hunger in the world is increasing every year.
Model laws "on food security" recommended to the CIS member States for use in the development of national legislation are also considered, and international legal acts on ensuring human rights to adequate food are analyzed. The problems due to which, in the future, there may not be enough safe and nutritious food are considered.
The article resulted in some proposals to improve certain norms of national legislation, and in a specific part - the Programme for the Agro-industrial Complex Development.
Some suggestions for the improvement of certain norms of national legislation, and in some part of the Program of development of agro-Industrial Complex, to improve the welfare of citizens and full human rights to adequate food, meet the public demand for the necessary agricultural products, and orientation of domestic agricultural producers for production for export was made in article. The state should be prepared for new serious challenges and purposefully work in all areas to ensure the maximum level of its security, including food security.
