SOVEREIGNTY OF THE STATE AND DEVELOPMENT OF LANGUAGE

Abstract

 The article comprehensively, in the conceptual aspect addresses the issue of the appointment of a high value of state language in public life, the status of which is determined by the Constitution of the Republic of Kazakhstan. One of the main aspects of the affected subjects are relevant and profound thoughts of the Leader of the nation - Elbasy, set out in his books about the historical development of the country in the years of independence. The great and eternal mission of the state language - is the preservation of a unique national identity and unity of the people of Kazakhstan and to be ideological support in the country where dominate the creative spirit of independence. Further its full development is directly related to the results of public life, which is integrated with the economic, political and cultural globalization, it is the immutable reality.

In this aspect, it analyzes the main pivotal theme of the article: effective and sustainable systemic use of the native language in national legislation, as well as address the issue of quality of its modernization due to the time requirement. If we consider that the object of the legislation is the legal issues in all spheres of society, the terms that reflect the regulatory content in it and, in general, all legal vocabulary as inseparable from the national language lexical-semantic database. The purity and transparency of the base, the addition of its new concepts and subject content associated with the development of the country in different spheres of modern life and it is a natural phenomenon. Therefore, the annual addition and terminological fund update, which is the basis of the legislative language - an inevitable fact. And it should not be considered separately from life situations. In the same aspect, and there are mandatory requirements for the legislative term, because the law - have statutes and regulations governing the universal human relationships in society. And here it is important to the adequacy of the regulatory, legal accuracy. From this point of view - the birth of new concepts, and thus the new terms - a natural phenomenon.

Scientific and practical summary of the article, as noted in the State program of functioning and development of languages in the Republic of Kazakhstan for 2011-2020 is consolidated to a thought of importance of a task of unification of a terminological lexicon, replenishment of terminological fund with a statement on concrete examples of the existing legislation.
