COMPLIANCE WITH THE RULES OF ETHICS FOR THE PROMOTION OF MEDICINES AND MEDICAL PRODUCTS IN THE PHARMACEUTICAL MARKET OF THE REPUBLIC OF KAZAKHSTAN

In the course of the study, the authors concluded that one of the main reasons for the weak effectiveness of the reforms carried out in the pharmaceutical industry is that the regulatory legal acts adopted are practically ineffective and as a result, the mechanisms for protecting the rights of the patient as a consumer remain at the same level.
In recent years, the main focus of ongoing reforms in the healthcare sector has been to eliminate shortcomings in the practical implementation of patients' rights to quality medical care and to obtain effective and effective medicines and medical devices.
An urgent issue raised in the article is the frequent violation or non-compliance with the principles of ethics of the promotion of medicines, by actually "imposing" them on patients. These include the widespread use of such methods and techniques as the issuance of financial rewards to medical and pharmaceutical workers for the appointment and sale of medicines, or bonus systems of a material nature, encouragement of medical workers in the form of gifts of office clothes or medical devices, and so on.
The article also examines the causes of the factors contributing to the occurrence of these problems, and suggests a way to eliminate them. The main results of the study are proposals to improve the mechanisms of compliance with the rules of ethics for the promotion of medicines and medical products, elimination of deficiencies in the Code related to the legal status and responsibilities of pharmaceutical workers, consideration of opportunities to increase the salaries of medical workers at the same level in all regions of the country, for all categories of medical workers, regardless of the source of funding.
