Abstract

The article is devoted to the history of the formation of   domestic medicine on a scientific basis, a review of the main legislative acts and state programs for the development of public health adopted during the period of independence. The author notes the insufficient elaboration in the legal sphere of constitutional guarantees "for the right to be healthy" despite all its relevance voiced in national policy documents. The article also highlights the main risks and uncertainties associated with the numerous health problems that have accumulated over the years. Attention is focused on constant, but not qualitative, changes in the legislative framework, changes in political, legal, socio-economic and other conditions, which undoubtedly led to a deterioration in the main indicators of public health.

The analysis of the historical experience of the development of the healthcare system allows the author to conclude that the Republic of Kazakhstan has not yet fully ensured the sufficiency of state guarantees of medical care, its accessibility to a wide range of the population and high quality, also the existence of people's distrust of public medicine is not denied.
