The article analyzes three articles published in the Bulletin of the Institute of Legislation in 2011, devoted to the issues of scientific support of legislative work to improve legislation on the activities of law enforcement agencies.
The article «On the Drafting of a New Law of the Republic of Kazakhstan «On Internal Affairs Bodies» (published in the Bulletin of the Institute of Legislation No. 1 (21)) deals with issues related to the new version of the Law of the Republic of Kazakhstan «On Internal Affairs Bodies of the Republic of Kazakhstan». For this purpose, the following are studied: the specifics of the activities of the internal affairs bodies of the Republic of Kazakhstan, international legal acts regulating the activities of the militia (police), and new approaches to this area of legislation are proposed.
The article «On the question of the priority of trust from the public in the system of evaluating the activities of law enforcement agencies of the Republic of Kazakhstan» (published in the «Bulletin of the Institute of Legislation» No. 3 (23)) explores the problems associated with determining the priority of trust from the public in the activities of law enforcement agencies of the Republic of Kazakhstan. Among the criteria for evaluating the activities of law enforcement agencies, it is proposed to introduce a «rating of public trust». This indicator is considered as one of the ways to take into account public opinion in the activities of law enforcement agencies.
The article «Legislative framework for the activities of law enforcement agencies and their improvement» (published in the «Bulletin of the Institute of Legislation» No. 4 (24)) analyzes the legislative framework governing the activities of law enforcement agencies of the Republic of Kazakhstan. It also offers separate legal novels related to the law enforcement system of the state, and aimed at its improvement.
