THE WATER AND LEGAL PROBLEM OF CENTRAL ASIA AS ONE OF THE OBJECTS OF "PARLIAMENTARY DIPLOMACY"

The article analyzes the current state of water issues in the world and the factors of its deterioration. Also, the issues of the emergence and development of the water problem in Central Asia, interstate cooperation in the field of water use between the states of Central Asia and the national legislation of the countries of the region in the field of water use were studied. In addition, the role and influence of extra-regional factors, norms of international law and global warming on the development of the water problem in the region are considered. The authors also note the ever-increasing role of the national highest representative bodies of state power in the countries of Central Asia, both in their domestic and foreign policy. The authors come to the conclusion that the modern institution of parliamentarism in the states of Central Asia in the future will be able to play an active role in solving geopolitical issues, strengthening and developing cooperation in Central Asia. Taking into account the incomplete effectiveness of traditional tools for resolving foreign policy issues, the authors propose using the tools of "parliamentary diplomacy" as one of the alternative ways to solve the water problem in Central Asia. Since, "parliamentary diplomacy" can create the basis for a peaceful resolution of the water problem in Central Asia. The research methodology consists of methods of historical, comparative, situational, legal, political and economic analysis. Based on the results of the study, the authors developed recommendations and practical proposals in the field of inter-parliamentary cooperation on regional water use, as well as on the use of the capabilities of the highest representative bodies of the Central Asian countries in the field of "parliamentary diplomacy" as an alternative way to solve the water problem in the region.
