The article deals with the issues of the functioning of international universities in the conditions of internationalization of higher education. Each year the number of international universities is increasing, which requires an analysis that allows them to be classified, to highlight the general and special features of certain types of universities, based on which it would be possible to define the concept of an international university.
From this perspective, it is crucial to establish the correlation of doctrinal approaches to the classification and concept of international universities and their legislative consolidation. The author reveals the main criteria based on which it is possible to apply the term "international" to the university. These criteria define the scope of activities that characterize the university as a university that goes beyond the national education and science system. At the same time, the article notes that, despite the various types of international universities, the term "international university" is increasingly used for higher education institutions that are jointly created based on international agreements with the efforts of representatives of two or more countries and which have become new independent institutions with partners.
The author dwells separately on the issues of reflecting doctrinal approaches in the regulatory legal acts of the Republic of Kazakhstan and shows the evolution of legislative changes in the field of education and science that affect the formation and development of international universities.
