This article discusses the issues of full-fledged and widespread functioning of the state language of the Republic of Kazakhstan, which is characterized as "for 30 years, de facto, impressive progress has not been achieved in this matter". The reasons and problems of incomplete introduction of the Kazakh language are analyzed and considered, while the author's vision for the successful functioning of the state language in Kazakhstan is revealed in detail.
A number of recommendations on the development and translation of documents into the state language, based on the experience of the author, accumulated over 25 years in various (including senior) positions of the Central office of state bodies of the Republic of Kazakhstan in this industry, are presented.
Specific proposals were made to achieve full and high-quality growth of the Kazakh language and its official functioning.
In particular, it presents the theory of three main principles, which, according to the author, should be strictly followed before making an important decision at the state level: 1. state, national interest; 2. deep knowledge, scientific conclusions; 3. high culture and category (intelligence).
It also analyzes the possible and possible consequences of ignoring these three main principles.
In the light of the above, as well as taking into account the features of postcolonial human psychology (costs in the subconscious), proposals are made that require further scientific development and a state approach.
As a result, one of the proposals of the author contained in the article and directed to the administration of the President of Kazakhstan (in 2018), has been reflected in the speech of the President of Kazakhstan , relating to the transfer of certain functions of the state language the Ministry of education of Kazakhstan.
