ABOUT FOREIGN EXPERIENCE OF MONITORING OF LAWS IN THE REPUBLIC OF TATARSTAN AND THE REPUBLIC OF BASHKORTOSTAN

Is examined foreign experience of monitoring of laws in such subjects of Russian Federation as Republic of Tatarstan and Republic of Bashkortostan. Maintenance and structure of the special laws of these republics are shown about monitoring of laws. General description and determination of concept of monitoring of laws are given, the stages of monitoring of laws, special (basic) and auxiliary functions of this activity, are classified.
The comparative analysis of laws "On monitoring of laws of Republic of Tatarstan and "About monitoring of Laws of Republic of Bashkortostan" is conducted. It is possible to assert that these laws are in a great deal similar on aims and tasks, circle of subjects, order and mechanism of realization of monitoring of laws, aggregate results, other signs and lines. The same behaves to the laws on monitoring of laws in other subjects of Russian Federation.
For the receipt of more concrete idea about monitoring of laws maintenance the content and the structure of law "On monitoring of laws of Republic of Tatarstan" are briefly examined. Shown, that in the structure of the examined Law dominant position of norm belongs to aims and tasks of monitoring of laws. Location and role of this group of legal norms are determined by the fact thataims and tasks, set by the state and envisaged by a right, reflect essence of activity on monitoring of laws, social nature and destiny in society. Exactly depending on aims and tasks, and also all other questions of the legal adjusting of process of monitoring of laws are decided on their basis, in particular, the circle of subjects is fastened, their plenary powers are specified, forms and methods, stages and stages of monitoring process are elected, many other questionsare decided.
Maintenance of next questions opens up also: 1) aim and task of monitoring of laws; 2) subjects of monitoring of laws and their authority; 3)function of watching realization of laws; 4) function of analysis of data of watching realization of laws; 5) function of estimation of efficiency of realization of laws and making of measures on her increase; 6) decision about the results of monitoring; 7) report about the state of legislation; 8) account of laws in Republic of Tatarstan.
