Abstract

The urgency of the topic of the article is determined primarily by the fact that in recent decades, in the context of increasing globalization, public-private relations are increasingly falling outside the scope of national legislation, and legal conflicts that are complicated by a foreign element are emerging. Many international organizations are engaged in the development of unified solutions for this kind of situations, among which the Hague Conference on Private International Law is special.

The urgency of unification of norms of private international law, both for the world community as a whole, and separately for the Republic of Kazakhstan, is beyond doubt. The rapid growth of migration, the increase in the number of civil law disputes complicated by a foreign element in various sectors, entail numerous questions that require an urgent decision. The conventions developed and adopted within the framework of the Hague Conference have a significant impact on the development of national legislation on private international law and law-enforcement practice. This is of particular importance for Kazakhstan, which since 2017 has become an official participant of this international organization.

The article submitted to the readers' court is of an overview nature. The authors refer to the history of the Hague Conference on International Private Law, trace the evolution of its activities, from the end of the 19th century to the present day. The authors divide the entire development of this international organization into several stages. At the same time, as a basis for classification, they take a chronological and content approach. Thus, the initial period of the Hague Conference on private international law, they chronologically limited to 1893 and 1925 years. From 1925 to 1950 in the activities of this international organization, according to the authors, there was a period of stagnation. And, only, since 1950 the Hague Conference has started the stage of its fruitful activity, which lasts until today.
