The article is devoted to the analysis of the Law of the Republic of Kazakhstan "On State social order, state order for the implementation of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan" (hereinafter - the Law), the practice of its application and is aimed at identifying problematic issues of improving legislation in the field of state social order and developing scientifically sound recommendations for their resolution. At the same time, special attention is paid to the effectiveness of law enforcement practice.
The analysis of legislation makes it possible to plan in more detail the main directions of legislative work, identify areas of public relations that should be regulated by the norms of legislation, justify the need to amend existing legislation and adopt new acts, correlate them with the main directions of the state's legal policy.
In this regard, the authors of the study conducted an article-by-article analysis of the Law, investigated its consistency and social significance of application, identified corruption-related legal norms, assessed the effectiveness of their implementation, and developed proposals to improve legislation in the field of state social order.
The analysis of legislation in this area leads to an understanding of the significance of the special law on the state social order. In addition, the need for the Law is also conditioned because it ensures the involvement of the most active segments of society in solving social problems, and funds under government orders ensure financial stability and the survival of numerous public associations.
Thus, the relevance of this study is enhanced due to the objective needs of further improving the effectiveness of legislation in the field of state social order, its
systematicity and coherence.
The results of the study can be used in the formation of state policy in the field of legal regulation of trade unions and taken into account in legislative activities.
