Abstract

The value of reforms carried out within the framework of international ratings for improving the economic condition of Kazakhstan is quite high. The results of various ratings make it possible to identify, classify problems and tasks, use them for effective strategic management of the state and the economy. The main assessment of the country's competitiveness is based on the results of the Global Competitiveness Index of the World Economic Forum (GCI WEF). The GCI WEF is formed from 114 indicators, of which 34 are calculated on the basis of statistical data, and the rest on the basis of a survey of managers of medium and large enterprises in the country. From 114 indicators, 12 competitive factors are determined.

Indicators on which the Ministry of Justice of the Republic of Kazakhstan (hereinafter referred to as MJ RK) is the main executor are the issues of the effectiveness of legislation in challenging administrative regulation and in resolving controversial issues; protection of property rights and intellectual property. In order to strengthen the position of the Republic of Kazakhstan in the rating of the GCI WEF on indicators assigned to the MJ RK, organizational and legal reforms are being carried out.

The article discusses the best practices of some countries in the protection of property rights and intellectual property, including the United States of America, Singapore, Germany, Switzerland, and Finland.

For example, the experience of Switzerland may be useful in terms of strict regulation of the procedure for determining and evaluating real estate; Singapore - in the use of its intellectual property as collateral for bank loans; Finland - in terms of successful business, internationalization and improving the competitiveness of the economy; Germany - on the system of material and moral incentives in the promotion and support of research in the private sector; United States of America - in relation to the system of property rights and the establishment of state privileges on property. All this can be taken into account to improve the position of our country in international rankings.
