MODERNIZATION OF SOCIETY AND THE LANGUAGE OF LEGISLATION

Abstract

The article reveals the content of the concept of "modernization" in the context of its impact on the development of the language of legislation. Modernization as a process accompanies not only specific areas of activity or the state, but the whole world as a whole, and the lack of modernization processes does not contribute to the development.

The article contains a comprehensive analysis of the problems related to the quality of the texts of the current legislation in the state language. The causal factor of modern difficulties in the development of normative legal acts in the state language has been studied, which in a broad sense is associated with the acceleration of scientific progress and the rapid emergence of new terms.

There is a lack of a unified approach when introducing new terms into the legal Kazakh language. As a consequence, it is suggested to take into account semantic value of the words when considering the question of transferring a term to the Kazakh language. The existing shortcomings are demonstrated on specific examples in the form of norms of various branches of legislation. The absence of a formed single dictionary apparatus (thesaurus) was noted, which could be used to ensure the authenticity of texts in a specific area of legislation. Continuous development of any language requires its improvement in all areas, including legislation. In the conditions of rapid scientific progress, accompanied by dozens of different discoveries, the effective use of the time factor becomes key.

The article contains specific proposals that will further improve the work on ensuring the authenticity of the texts of draft laws, as well as other normative legal acts.

The author notes that to implement the goals and objectives set forth in the program documents, there is a large-scale work of all interested parties, which will allow to bring the quality of legislation in the state language to a new level.
