SOME CONCEPTUAL QUESTIONS OF ORGANIZATION AND ACTIVITIES OF LOCAL POLICE SERVICES

Abstract

The article analyzes the course of formation of the local police service and the first results of its operations to ensure the protection of public order and road safety, and crime prevention.

The creation of a local police service in Kazakhstan, which in close cooperation with the local community should ensure the regime of "zero tolerance" towards minor offenses, was indicated by the Head of State in the 30th step of the National Plan "100 concrete steps." As part of this step, the Parliament adopted the Law “On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan on the activities of the local police service", which came into force on 1 January 2016.

Authors attempted to formulate seven preliminary findings of the process of formation of the new service based on the study of the issue with visits to the regions, as well as the analysis of statistical indicators of the state of public order and crime.

In particular, the lack of understanding of the essence of the objectives set by law by employees and their managers is noted. First, it is expressed in belittling the role of crime prevention, which is a legally defined priority of the local police service.

The legislative and organizational imperfection of the functioning model of the local police service is revealed.

Poor organization of the work with the population is indicated and thus low levels of trust on its part to the reforms in the police system.

Authors note the lack of relationships of local police services and public councils, as well as methods of interaction with the akimats.

In addition, the attention is drawn to the low state of the rule of law and discipline among the personnel, as well as the lack of personnel and logistics support of the local police service.
