PROBLEMS AND DEVELOPMENT PROSPECTS OF AUTOMOBILE TRANSPORT

This article addresses the issues of improvement of the quality passengers transportation services when transporting passengers by the motor vehicles and scheduled bus transportation services.
The analysis of the international and domestic experience is demonstrated, as well as relevant applicable provisions of the transport-related legislation as part of the Motor Transport Law based on which the author presents main conclusions regarding how to improve the quality of passenger transportations. In particular, the author brings forward the issue of ensuring control of how local executive authorities follow the rules of subsidizing the losses of the carriers associated with implementation of socially important passenger transportations services at the expense of budgetary funds. It is also recommended to reconsider the issue of exempting the carriers from the corporate income tax and VAT who operate within the city and suburbs by introducing amendments to the Tax Code.
In Article author analyze a problems for improvement of quality service in in passengers’ transportation with using of internet application. Analyzing experience of foreign and domestic passenger transportations, the author draws a conclusion about what the existing model of passenger transportations by means of the Internet of applications is unsafe at all.
Bring out statistical data regarding on the studied subject, widely presented examples on the basis of practical experience of Russian Federation, Amerika, France and Germany.
Besides, the author suggests adding a regulation to the Kazakhstan Law that would oblige the owners of mobile taxi order services to obtain a relevant permission from the authorized public authorities.
In the presented scientific study, an attempt was made to identify the most widespread problems in the law compliance practices that require urgent action in order to increase the level of actual protection of the rights and interests of participants in automobile transportation activity.
